I am a professor at a primarily undergraduate institution. My spouse is a research professor and works two hours' drive away. This blog is primarily about life at a PUI, but also about our family trying to make the most of an uncomfortable lifestyle.
27% fail... well, it's not beautiful but as I said before, it doesn't necessarily mean that you are to blame. If you can, maybe see correlation between other grades the people with an F have?!
That way, you could "explain" that these are "weak" students or what they are called in system terms...
Or the exams are too hard but that would be explained by looking at the syllabus and comparing it to the exams (and from what you wrote about the rigid thing, I'd think it is more about the level of commitment from the students).
